"It would be extraordinary if your Chairman were able to bring together in this brief section on acknowledgments the recognition that has been earned and should be extended to literally scores of men and women throughout the world who, since the inception of this Committee in 1954, have participated in the development of its work and contributed to the publication of this report. In particular, so many of those who participated in the IHB-OVR study demonstration project on services for the deaf-blind have given unstintingly of their counsel and service that all should be mentioned here; and yet, with an apology to them - and with the suggestion that those of you who read this volume can learn of their outstanding work in the seven volumes listed in Appendix E - and with apologies, too, to many others who should be named, we shall confine our comments to those who have been most closely associated with the Committee on World Counsil business.."
